Regional Cooperation 2008

The multinational command and staff training "Regional cooperation-2008" took place in Kyrgyz Republic on 15 to July 24, 2008 in accordance with the Plan of Bilateral Military Contacts between the Armed Forces of the Kyrgyz Republic and the United States Central Command.

Representatives of the Kyrgyz Republic, the Islamic Republic of Afghanistan, Kazakhstan, USA, the Islamic Republic of Pakistan and Tajikistan were involved
in this international computer exercise.

The theoretical training was conducted at the hotel "Hayat Regency" (15 July) and at the Center for Training Officers and Ensigns, Ministry of Defence (16 - 17 July). The practical exercises took place on 18 - 22 July at the Center for Training Officers and Ensigns.

Under the scenario, agricultural crisis begins at the milk factory in the city of Osh, in the south of Kyrgyzstan, with the subsequent contamination of public transport and terrorist attack. Republic dispatches its national resources to this southern region. However, several coordinated terrorist attacks occurred in Bishkek almost immediately after the aforecited events. The terrorists attacked water facilities, infected water and poisoned with mustard gas the public transport. Next, they produced a series of explosions at chemical factory. That created a panic among the population.

Kyrgyzstan could not act alone. The situation forced the republic to contact the Regional Coordination Center (RCC).

RCC is a planning and coordinating body. RCC main tasks are to improve cooperation and interoperability, reduce response time, increase efficiency, develop and use common methods, processes and modalities for the implementation of action. The RCC composed of the multinational group (intelligence, operations, logistics, media and humanitarian assistance) comprising the country representatives. In addition, each country created the National Operating Center (NOC).

RCC is the basic learning audience. During the exercises, it was planned to develop the interactions between the participated countries in the preparation and conducting of joint relief operations facing the impact of destructive forces, as well as improving the RCC structure and its functional divisions. It should be noted that during the exercise NOCs and RCCs acted as if they were located in their respective countries.

The training ended on July 23 with reviewing the actions of all trainees.
