Black Sea Initiative Initial Planning Conference, 16-18 January 2008, Moldova
The Service of Civil Protection and Emergency Situations of the Ministry of Internal Affairs of the Republic of Moldova hosted the CMEP Black Sea Initiative (BSI) Initial Planning Conference (IPC) on 16-18 January 2008 at the LeoGrand Hotel in Chisinau, Moldova.
The general purpose of BSI is to promote the inter-ministerial and international cooperation for mitigation and emergency planning in the Black Sea littoral nations. The specific objectives of BSI imply a support and promotion for international, regional, and national standards for responding to population threats, including natural disasters as well as acts of terrorism, with emphasis on protection of commercial ports and their population; application of the internationally agreed policies and standards, adopted by UN-OCHA and NATO Senior Civil Emergency Planning Committee (SCEPC) in EAPC format as well as those implemented by Euro-Atlantic Disaster Response Coordination Center (EADRCC) and the South Eastern Europe CMEP Council; assistance to Euro-Atlantic Partnership Counsel (EAPC) nations in developing Emergency management Geographic Information System (GIS) experience and spatial databases as well as Internet tools to assist in emergency planning and response; update of national contributions to regional databases and promotion of the use of geospatial tools.
The scenario for the Table Top Exercise (TTX), tentatively scheduled for autumn 2008, will involve a number of activities that were discussed during the IPC. Other countries invited to attend include Armenia, Azerbaijan, Bulgaria, Georgia, Romania, Russia, Turkey, and Ukraine. The BSI series of events will also include a Main Planning Conference, Final Planning Conference and the TTX proper.
